Downey came to know IEEE in in the late 1980s, while studying at Tsinghua University in Beijing. She quickly learned that "IEEE" represented technical authority and professional prestige. Downey is very active in both the IEEE Technology Engineering Management Society (TEMS) and IEEE Women in Engineering (WIE). She has had leadership positions in both for some years, on a global level. Her involvement has led to such cutting-edge initiatives as the IEEE Blockchain Future Initiative, and the IEEE Humanitarian Technology Challenge. Member: FREE Non-Member: $9.99
